The heads of U.N. agencies involved with humanitarian relief told the General Assembly on Friday that the situation in Gaza had become an intolerable humanitarian crisis, and they blamed both Israel and Hamas for violating international laws governing conflict.

They called for the full membership of the U.N., 193 countries, to help leverage humanitarian goals.

“It is without doubt a humanitarian crisis that, by any measure, is intolerable and cannot continue,” Martin Griffiths, the U.N. humanitarian affairs chief, said. “In many respects, international humanitarian law appears to have been turned on its head.”

He added, “Give the people of Gaza a breather from the terrible, terrible things that have been put on them these last few weeks. And, without condition, release all the hostages.”

For more than six weeks, U.N. officials have expressed outrage at the Hamas terrorist attack in Israel that killed around 1,200 people, the hostages taken during the Oct. 7 attack and the scale of Israel’s offensive in Gaza, where the majority of the population has been displaced, more than 11,000 killed, according to the Gaza Health Ministry, and survivors pushed to the brink of starvation.

Mr. Griffiths said the majority of the Palestinians killed in Gaza were women and children and that the number has not been updated for at least five days because of communication disruptions caused by a lack of fuel.
