He's Lying to US.

“It was mined by the Russian occupiers. And they blew it up,” President Volodymyr Zelensky of Ukraine wrote on social media.  Ihor Syrota, head of Ukrhydroenergo, the state hydroelectric company, said in an interview, 
“A missile strike would not cause such destruction because this plant was built to withstand an atomic bomb.” He added, “It’s clear: There was a blast from inside the station and the station broke in half.”

I suspect non-military leaders might think the dam getting blown is a good move for fundraising.  But if you can't trust your allies, and with the eyes of the world upon them, this is how they fight (sacrificing the lives of thousands of non-military civilians living downstream), then  it's time the US pulls the plug on financing Ukraine's defense and rebuilding costs.

I stand by what I know of the American taxpayerrs:  we are not on the hook for rebuilding Ukraine after our military weapons have helped destroy what was once a beautiful land... now underwater in places.

We have our own rebuilding projects in America that need financing from US taxpayers now.  Imagine how we could clean up parts of our own country if only that peaceful military-rebuilding muscle were redirected to our homefront.
